Where neither a common agent nor a common representative has been appointed, the first named applicant in the request, who is entitled to file an international application with the receiving Office with which the international application was filed, is considered to be the "deemed" common representative for all applicants. The deemed common representative may represent all applicants in all matters except that he may not sign any notice of withdrawal.
